Teaching order that works
Start with 1 to 20, which contains every idea the system has: the seven-symbol alphabet in miniature, plain repetition, and the subtractive pairs IV, IX, XIV and XIX. Move to the subtractive worksheet next, because that one rule causes nearly every error students make. The 1 to 100 mixed sheet then consolidates, and the years sheet connects the skill to something students see in the world: film credits, cornerstones and dates. The on-site rules guide covers the same ground as a reference, and the converter lets students check their own answers.
